In a large bowl, combine ground beef, bread crumbs, egg, milk, onion, green pepper, mushrooms, Worcestershire sauce, garlic powder, salt, and pepper until well mixed.

Press half the meat mixture into a loaf pan. Layer with provolone cheese, leaving a border. Top with remaining meat and seal edges well.

Mix beef broth, ketchup, brown sugar, and mustard. Pour over meatloaf. Bake for 1 hour until done. Let rest 10 minutes before slicing.
