Boil noodles in salted water until al dente. Drain and set aside.

Brown ground beef, drain. Add garlic, seasonings, sugar, salt and pepper.

Add tomato sauce to beef, simmer 5 minutes. Mix cream cheese and sour cream separately.

In 9x13 dish layer: half noodles, half beef, half cream mixture. Repeat layers. Top with cheese.

Cover with foil, bake at 350°F for 20 minutes. Uncover and bake 10 more minutes until bubbly.
