Set your oven to 400°F (200°C) and line a baking sheet with parchment paper for easy cleanup.

Place a low-carb tortilla flat on a clean surface. Evenly sprinkle one-quarter of the shredded mozzarella cheese over the tortilla, followed by one-quarter of the pepperoni slices. Sprinkle with Italian seasoning and garlic powder.

Starting from one edge, tightly roll up the tortilla to enclose the filling. Place the roll seam-side down on the prepared baking sheet.

Bake the roll-ups in the preheated oven for 12–15 minutes, or until the edges are golden brown and the cheese is melted and bubbly.

Remove the roll-ups from the oven and let them cool for a few minutes. Once firm enough to handle, slice each roll into pinwheels.
