Whisk together flour, sugar, baking powder, baking soda, and salt in a large bowl.

Grate cold butter using cheese grater, then blend into flour mixture using pastry cutter until mixture looks like coarse crumbs.

Mix chocolate chips into flour mixture.

Mix buttermilk and vanilla, then combine with flour mixture until just incorporated. Do not overmix.

On floured surface, briefly knead dough and shape into 1½-inch thick circle. Cut into 8-10 wedges.

Place wedges on parchment-lined baking sheet. Brush tops with milk and sprinkle with sugar.

Bake 20-22 minutes until golden brown and toothpick comes out clean. Cool on wire rack.
